PROJECT QUALITY PLAN

Our product range has been supplied around the world for many years and Petrobuild has successfully supplied and installed all our range of products for major projects in Qatar.

Petrobuild is further enhancing and extending the quality practices through the documentation and implementation of an improved quality system.The group has developed a culture for excellence by handing over projects exceeding our client’s quality standards and always on time.

Quality is the responsibility of every employee and subcontractor of Petrobuild. To assist in this obligation the management will ensure that all personnel are clearly briefed and inducted as to their responsibilities and that suitably qualified personnel are provided with adequate resources and training to maintain the specified quality standard.

To achieve our stated aims it is the Company’s policy to audit the quality system regularly so as to maintain its integrity. The guidelines to this system are given in our Quality Manual and Quality Procedures.

POLICY IMPLEMENTATION

The assurance of prescribed quality is a fundamental objective of all personnel and is achieved through Petrobuild Quality System.

It is a company wide and totally integrated system which is so organized that its management is free from commercial and contractual influences.

The system is made up of:

  • People with defined responsibilities, authority and accountability for the achievement of prescribed quality.
  • The required process capabilities.
  • Procedures which define how activities are best performed and by whom.
  • Adequate physical resources to support the company’s intent in relation to quality.

TENDER & CONTRACT REVIEW
SCOPE

All incoming requests which commit Petrobuild to expenditure of physical financial or human resources and include:-

  • Quotations
  • Tenders
  • Contracts
  • Customer orders
POLICY

Tender documents shall be reviewed prior to compilation of the bid, to ensure that:

  • The customer requirements are adequately specified.
  • All necessary information is available for preparation of the bid.
  • The resources required to undertake the project can be obtained at the appropriate time.

For successful bids, a pre contract review shall be conducted prior to accepting the contract, to detect and resolve any differences from the tender bid. Records of such tender and contract reviews will be maintained.

GENERAL

Verbal instructions shall be confirmed in hard copy.

ORDERS

Hard copy orders only shall be accepted for products to be developed to a customer’s particular specification. Where an order results from a quotation/tender/contract the reference number of that document shall be recorded on the order.

QUOTATIONS TENDERS

Only hard copy request for quotations/tenders/contracts shall be accepted.

CONTRACTS

Contract requirements which are not covered by Petrobuild Quality Assurance System shall be clearly identified and agreed with the customer.

Records of quotations/tenders/contracts and orders shall be maintained.

PROCEDURES

Petrobuild’s written procedures shall provide specific details of supporting procedures.

DOCUMENT CONTROL
SCOPE

All documents which support Petrobuild quality system shall be controlled according to the relevant procedures of Petrobuild. Relevant customer and subcontractor documentation shall be included.

POLICY

A system of documentation control shall be established for projects to ensure that all documentation affecting project quality is:

  • authorized and current.
  • readily available at the point of use.
DOCUMENT

Procedures have been established and shall be maintained and controlled.

APPROVAL & ISSUE

in accordance with understood policies. The purpose of these procedures is to:-

  • Ensure that all appropriate issues of documents essential to the effective functioning of the Quality Management System are available at all locations.
  • Ensure all incoming quality documents are recorded, stored and reach the appropriate personnel.
  • Ensure all outgoing quality correspondence is identified and recorded.
  • Ensure that all issued documentation has been reviewed and authorized by an appropriate person prior to issue.
  • Ensure all documents are suitably stored allowing future retrieval.
  • Ensure prompt removal of obsolete/superseded documents from circulation.
DOCUMENT CHANGES MODIFICATIONS

Procedures have been established and shall be maintained and controlled in a proper and documented manner. The purpose being:-

  • All document changes and modifications shall be reviewed and approved by the appropriate approval function/organization who shall have access to background information upon which to base their review and approval.
  • Records of any changes shall be maintained and all changed documents shall be re-issued with a new revision number.
  • Procedures for master copies are in place to identify the current issues of all controlled documents.
PROCEDURES

Petrobuild’s written procedures shall provide specific details of all requirements.

PROCUREMENT
SCOPE

All materials, goods and services shall be purchased as per the purchasing procedure.

POLICY

Petrobuild will only use subcontractors and suppliers who comply with the quality requirements of the contract. This will be ensured by evaluating potential subcontractors/suppliers for quality systems and by verifying the quality of subcontracted products and services as supplied.

Records of preferred suppliers and subcontractors shall be kept. Only those listed will be used unless otherwise agreed by the Quality Assurance Supervisor or Project Manager.

PREFERRED SUPPLIERS & SUBCONTRACTORS

The basis for selecting preferred suppliers and subcontractors may include some or all of the following:-

  • Ability to meet subcontract requirements.
  • Quality and reliability of goods/services supplied.
  • Consistent on-time deliveries.
  • Price and trading terms.
  • Either a quality endorsed company or one with a demonstrated
  • Program of quality system implementation that will satisfy contract requirements.
  • Client – Nominated suppliers which meet the above requirements.
PURCHASING DATA

Specifications shall be clearly stated, particularly where purchasing materials and subcontractors services and shall include where applicable:-

  • The title, number and issue of the Quality System International Standard relevant to the order.
  • Where no specification is available e.g. for commonly available items then purchases shall be made from companies on the “Preferred” List.

Written instruction/orders shall clearly show:

  • Precise identification or grade, class, type and similar.
  • Name or title and all supporting technical data specifications, drawings and work instructions and inspection and test plans as appropriate.
  • Quantity and price.
VERIFICATION

Verification that product/service conforms to specified requirements may be carried out at the source or after receipt. The right of access shall extend to subcontractors facilities to permit verification at source.

However such on-site verification shall not absolve the subcontractor from providing an acceptable product/service.

On receipt, all materials goods and services practicable shall be checked against the delivery voucher and purchase specification in accordance with the appropriate procedure, before acceptance.

INSPECTION & TEST PLANS
SCOPE

All the inspection and test activities required by the contract as part of the Petrobuild quality system.

Plans should be in a format most suitable for Petrobuild operation and client requirements.

POLICY

When required by the contract, inspection and test plans shall be prepared for constituent phases of works to verify that both the company’s and also supplier’s manufacture/construction processes are achieving the quality requirements specified in the contract.

PLANNING

The development of contract inspection and test plans will:-

  • Identify the items and activities affecting the quality of the finished construction element and determine the inspection and test points.
  • Describe the inspections, tests and verifications required.
  • Submit to Client or Regulatory Authority in sufficient time during the contract to reflect inspections, revisions or acceptance.
  • Submit referenced relevant procedures if required by the contract.
REQUIREMENTS

Inspection and Test Plans (ITPs) shall state:-

  • What products or services if any are to be subcontracted and the applicable quality system.
  • Method of verification of subcontract/supplier conformance.
  • Location of ITP point in manufacturing/construction process.
  • Characteristics to be inspected at each point including sampling plans and criteria.
  • ITP points where history of usage of measure and test equipment is required.
  • Hold points.
  • Conformance to special manufacturing/construction process procedures.
  • Application of lots, batches and statistical process control techniques.
  • Extent of ITP and QA data to be handed over at final inspection.
PROCEDURES

Petrobuild’s written procedures shall provide specific details of supporting procedures.
